RIVERVIEW TOWN BOARD MEETING MINUTES FOR MONTH OF OCTOBER 2001 Notices for this meeting were posted at three of the town's posting boxes by Clerk J. Flaherty on October 8, 2001. Crooked Lake posting box is not available at the present time. The meeting was called to order by Vern Schneider, Town Chairperson at 7:30 p.m. on October 9, 2001. Board members present were Town Chairman Vernon Schneider, Supervisors A. Hogan and H. Trosch, Clerk J. Flaherty, Treasurer E. Johnson. There were approximately 35 townspeople present, plus Town Attorney James Plier. The Chairperson requested the Clerk to certify that the Open Meeting Law had been complied with. The Clerk so certified. ANN HOGAN CONDUCT AT TOWN MEETINGS Supervisor Ann Hogan read a list of rules of conduct for the town board meetings which she had prepared and wished the other Board members to consider in view of the fact that at previous Town Board meetings, things have gotten out of hand, and there is a need to control meetings. The items she presented should be written up and brought up at the next Board meeting. Supervisor Trosch made a motion “that we adhere to these discussed rules of conduct at the Town Board meeting until such time that the final draft is presented to the Board.” Hogan seconded. Motion carried. Copies of the minutes of the September Town Board meeting had been given to Board members. Supervisor Trosch asked why the original minutes that were posted had been changed. The Clerk told him that after posting the first draft, she became aware that a charge had been made that she, the clerk had read a certain document at the July Board Meeting. She did not hear that question clearly, there was so much noise and ruckus going on, she heard the first part of the question only, to which she responded yes. When she played the tape back she realized there was an additional part to that question and she had to re-do the minutes. There were no other additions or corrections. A motion “to accept the minutes”was made by Hogan, seconded by Trosch. Motion carried. REPORTS FINANCIAL REPORT Treasurer Johnson gave the September Financial Report. Ending balance as of September 30, 2001 in all accounts is $507,109.48. Treasurer Johnson advised the Board that there were 2 checks for tax refunds that had never been cashed by the property owners, She will write to them, if they do not respond, can we void them? She was told by Supervisor Hogan to void them if no response. Treasurer Johnson also reported to the Board that she has received payment for 3 of 4 personal property tax bills sent out.. A C.D.maturing the 25th of October, it has earned $7,460.67 in interest this past year, at the rate of 5.19% If renewed today, the rate would be 3.01% The bank has no idea as to what the rate will be on the 25th.. Discussion as to whether to keep in C.D. or put in Tax Account. Supervisor Hogan made a motion “to put in Tax Account and follow the interest rate”. Trosch seconded. Motion carried. Motion “to approve the September Financial Report”t made by Hogan, seconded by Trosch. Motion carried. BILLS AND VOUCHERS. Approval of checks #5703 to #5743 in General Account, and #1090 to #1101 in Road Account. Motion “to pay bills” made by Trosch, seconded by Hogan. Motion carried. COMMUNICATIONS a) A letter from the Oconto County Zoning Board approving re-zoning of all Riverview Town Hall and adjacent town property on Hwy 32 from ‘Residential Single Family to Community Service District’ b)WTA Meeting. The Chairperson was already aware of this. ROAD REPORT a) Laurie Wesolowski Because her present driveway site may be lost due to possible lot sales in the future, town resident Laurie Wesolowski is asking for access to her property off of Pearl Street. (Pearl Lane), which is presently a snowmobile trail, and not being maintained as a town road. The Board accepted a suggestion from D. Schaeffer, 15891 County W, to do an on-site evaluation. Saturday, October 13, 2001 at 10:00 A.M. town board members will meet at the Wesolowski property to do an on-site evaluation. b) Per Chuck Willey of the Forestry Service the town has an extension to complete McCauley Creek Road. c) Blacktopping is done. d) Anderson Lane, per Supervisor Hogan, at the September Board meeting, a motion was made and passed to abandon the present Anderson Lane, and the town accepts the new 300 feet of Anderson Lane, subject to the opinion of an attorney. Discussion about ownership of the property. The chairperson recognized Scott Butler, 16338 Anderson Lane. Mr. Butler, as well as Doris and Dick Nelson, the other owners, are willing to give this land to the town. If the town board affirms their prior decision, he Scott Butler will commit the time and dollars to do all paperwork necessary, the town will get a “release of damages” that goes to the clerk and county records to protect the town from any future claims against the town. Per Supervisor Hogan, a second motion is not needed. The town goes by last months decision. FIRE DEPARTMENT REPORT RVFD Per Chief Don Seifert 2 dumpster fires. CLVFD Fire Chief Remic Nothing to report. AMBULANCE REPORT No report LAND USE REPORT Four Land Division approval requests: Schwab and Coulis approved. More explanation needed for Naganes and Arnoldussen. LAW ENFORCEMENT REPORT No report. CEMETERY REPORT. No report. RECYCLING REPORT. No report. OLD BUSINESS a) The Clerk reported to the Board that she had talked with a representative of the Lifetime Leisure Co. about a factory direct discount for tables the town wished to purchase. The individual advised the Clerk that it would be better to buy from a local store as the shipping cost would raise the cost to a price where the Town would not save any money. Don Butrymowicz agreed to pick up tables at Sam’s Club b) The Town Chairperson recognized Geri Hammer- Bosanac, who called Attorney Plier to verify for her certain questions regarding his bill to the Town for representing Town Officials in election law violations brought against them by Geri Hammer-Bosanac. In question was the actual date Plier had started working on this, Attorney Plier answered that he stands by the date on the billing. Geri Hammer-Bosanac’s request for copies of material which she says was included in Plier’s charges to the town were not available at this time. NEW BUSINESS a) Attorney Plier – covered in Old Business b) License Approval Supervisor Hogan made a motion to approve Operator’s License for SCHMITT, Kelly A. Trosch seconded Motion carried. c) Town Board Approval for 4 Land Division applications, covered in Planning Commission report. d) Town Insurance Renewal, to be taken up at Budget Workshop. e) Historical Group Donation – Chairperson Schneider , a request for a donation for a plaque to list the names of veterans of WW II. Supervisor Hogan made a motion “that we donate $400.00. Trosch seconded, motion carried. f) Board approval for certified maps for ARNOLDUSSEN, Paul, SCHWAB, Kenneth. Covered earlier. g) Budget Workshop set for Wednesday, October 31, 2001 at 9:00 A.M. h) J. Zernicke, Nolting Lane. Chairperson Schneider took care of this earlier. CITIZEN INPUT Carol Butrymowicz asked for permission to purchase a new vacuum cleaner for the town hall from Pintsch’s for $179.97. Supervisor Hogan made a motion “to buy a vacuum cleaner with a hose”. Trosch seconded. Motion carried. ADJOURNMENT “Motion to adjourn” made by Hogan, seconded by Trosch.
