RIVERVIEW PLANNING COMMISSION MEETING

MINUTES
Meeting called to order by Chair Bob MacIntosh at 6:00 pm.
PLEDGE OF ALLEGIANCE
ROLL CALL-Elsie Jensen, Paal Hansen, Mike Donnick, Bob MacIntosh,
Harley Trosch, and Tawny Booth were all present.
CERTIFICATION OF OPEN MEETING LAW-Minutes and Agendas were
posted in all three places and on the web site.
APPROVAL OF MINUTES- Any and all business was a repeat from
the May meeting should have been removed and one typo was fixed.
Elsie Jensen moved to approve as printed and Paal Hansen seconded.
Motion carried.
OLD BUSINESS-Construction Deposit Agreement Erv Limberg and
Ann Hogan met and the updated version of the agreement was brought
to the July town board meeting, however, there was not enough
time to go over it, therefore, it was tabled until the August
town board meeting. Elsie Jensen brought up that the agreement
that they received at the town board meeting stated that Duff
Leaver would be in charge of the deposit agreement and the money
would go to him and put in an escrow. When he went out to do
his final inspection and issue the occupancy permit the property
owner would then get their deposit back as long as there was
no damage done to town property. The Planning Commission final
decision was to recommend for the Town of Riverview that anyone
applying for a building permit would have to deposit money in
an escrow to cover damages to roads so that the town is covered
for the expenses in repairing them, once the certificate of occupancy
is issued the town would go back and inspect to make sure there
is no damage. Planning commission wants clarification from the
Town Board that even though Duff Leaver acts as an agent for
the town, the money for the construction deposit should go into
a town account. Elsie Jensen also brought up that there was
damage done to town property when a driveway was put in by the
Hillendale subdivision and could we make this part of the construction
deposit agreement. The Planning Commission recommendation to
the town board is to add language to the Driveway Permit that
if there is any damage done to town property in the process of
installing driveways that the property owner would be responsible
for fixing to the towns satisfaction.
Town Board did approve the event sign and the sign is already
purchased and put out by the highway.
Town did approve to apply for grant for bike route. There was
some work started on this project however it was destroyed in
the tornado. The recommendation was that we need to have an
organization in the area where enthusiasts for biking could belong
to and bring to us what their needs are and what their recommendations
are. Bob MacIntosh has some books that he has accumulated during
research where there are recommended routes on hard surfaces
and some that are on dirt or gravel trails that are open for
forest service trails that are published throughout the state
in books and magazines but expanding that within a town. Paal
Hansen has an offer from a guy who started wheel and sprocket
to help us put something together.
Onsite visit with WPS to look at our current capacity? Bob MacIntosh
has not met with Tim McGuire about this yet but will set something
up with him.
NEW BUSINESS- Park Development-Paal Hansen has put together
some ideas mainly for the Planning Commission to exchange on
what he feels should continue with the park development and also
listed what has already been completed. Paal is asking for any
ideas or suggestion we could add. He would like to start with
applying for grants for all of his plans and whatever we get
we get. The farmers market will be starting on Fridays from
3-6 let Paal know if we know of any farmers who want to sell
their produce. Paal has ideas for a band shell or a gazebo to
put on the town property. The planning commission recommends
Paal to obtain pictures and show where on the property these
items would be placed and post on the town website to see if
anyone would be interested or comment on these plans.
Gypsy moth control- Early reports show that there are a lot of
moths out there and the egg sacks are being noticed. What the
planning commission needs to do is see what needs to be done
in each of the communities and the recommendation or action the
town should take. Right now it looks like we would have to do
private work and what the cost would be. Jerry Yaedke is currently
working with the Town to determine where infestations are. He
will be coming to the next town board meeting on August 10th,
2010 at 6:30pm to discuss gypsy moths and give a report on what
property owners can do to get rid of them.
