MINUTES FOR MONTH OF AUGUST 2010

MINUTES


Meeting agendas were posted at the town's three posting boxes by Clerk Bubolz on August 5, 2010.

The meeting was called to order by Ann Hogan, Town Chairperson on August 10, 2010 at 6:30 p.m. at the Town Hall/Fire Station located at 15471 State Highway 32.

Board members present were Chairperson Hogan, Supervisor Trosch, Supervisor Booth, Clerk Bubolz and Treasurer Smith. All stood for the Pledge of Allegiance. There were approximately 33 townspeople present. The chairperson asked if the Open Meeting Law had been complied with. The Clerk so certified.


PRESENTATION:
Bill Mcnee of the D.N.R. discussed the Gypsy Moth infestation this past summer and the outlook for 2011. Spray being used is BT, which is a bacteria spray and expected cost for spraying in 2011 is $35 to $40 per acre. The Town presently has a volunteer counting egg masses at various locations in the town and expects to be completed in early September.

MINUTES
Copies of the minutes of the July 13 had been given to Board members. A motion was made by Booth and seconded by Trosch “to accept the Minutes.” Motion carried.

REPORTS

FINANCIAL REPORT.
Treasurer Smith read the July Financial Report. Ending balance in town regular accounts as of July 31, 2010 is $359,493.98. Supervisor Trosch made a motion “to approve Financial Report”. Booth seconded. Motion carried.

BILLS AND VOUCHERS:
Approval of checks #10891 to #10929 in General Account. Motion “to pay the bills as presented” made by Booth and seconded by Trosch. Motion carried.

COMMUNICATIONS:
1) Web site-no items.

ROAD REPORT:
1). Al Morrison and Nels Jensen volunteer there time and tilled and seeded the area South of the Salt Shed. Grass cutting is completed and will start brushing and grading. Forest Service will work on Riverview road after October 1 and Loon Rapids is postponed until 2011. Tar Dam is Blacktopped.

FIRE DEPARTMENT REPORT
Riverview Fire Department: No calls.
Crooked Lake by Wally Remic: One boat fire.

AMBULANCE REPORT by Judy Wanner and Supervisor Booth:
Next meeting is 8/12/2010.

LAND USE REPORT: by Harlan Trosch.
Commission discussed Gypsy Moth problem and Construction/Occupancy Deposit Agreement that will be issued with the Building Permits. Motion was made by Trosch and seconded by Booth “to approve Construction/Occupancy Deposit Agreement to be effective January 1, 2011.” Motion carried.

CEMETERY REPORT by Dick Booth:
No report.

ANIMAL CONTROL REPORT by Mike Rzepka:
Five calls for Riverview.

RECYCLING REPORT by Harlan Trosch:
No report.

WISCONSIN TOWNS REPORT: by Ann Hogan.
Workshop September 10, 2010.

LAKE ASSOCIATION REPORT: by Harlan Trosch.
No meeting.

SIX TOWNS MEETING: by Ann Hogan.
Gypsy Moth will be discussed.

OLD BUSINESS:

Follow up on Gypsy Moth presentation. Meadow Circle needs egg masses counted.

NEW BUSINESS

Motion was made by Trosch and seconded by Booth “to approve Picnic Licenses for Crooked Trails ATV Club on Aug 21, 2010.” Motion carried.

Motion was made by Booth and seconded by Trosch “to approve opeators license for Jacob Scheuerman”. Motion carried.

Chairperson recommended appointment of Ann Hogan as a member of the Board of Directors for OCEDC. Motion was made by Trosch and seconded by Booth “to approve appointment.” Motion carried.

Gerald Yaedke is presently surveying the town and counting egg masses for the Gypsy Moth program for 2011. Motion was made by Booth and seconded by Trosch “to appoint Gerald Yaedke as Special Projects’ Intergovernmental Co-ordinator.” Motion carried.

Discussed date for September Board Meeting. Due to election, the Town will meet for the September meeting on September 7, 2010 at 7:00 p.m.

Motion was made by Trosch and seconded by Booth “to approve amendment to ordinance #45-2008 to designate Old 32 from Lakewood/Riverview town line to Paya Lake Road and Nolting Lane become ATV routes and also that all ATV routes will open May 1 and close October 31 and Clerk will publish amendment and will be effective August 18, 2010.” Motion carried.

A motion was made by Trosch and seconded by Booth “to have Chairperson and Clerk sign ATV agreement between Town and Hidden Bear Trail ATV Club.” Motion carried.

CITIZEN INPUT
Discussed various Highway Visual corners.

ADJOURNMENT
Motion was made by Trosch and seconded by Booth “to adjourn.” Motion carried and meeting adjourned at 7:50 p.m. and the next meeting is scheduled for September 7, 2010 at 7:00 p.m. at the Riverview Town Hall/Fire Station at 15471 Highway 32.
