MINUTES FOR MONTH OF JULY 2010

MINUTES


Meeting agendas were posted at the town's three posting boxes by Clerk Bubolz on July 8, 2010.

The meeting was called to order by Ann Hogan, Town Chairperson on July 13, 2010 at 7:00 p.m. at the Town Hall/Fire Station located at 15471 State Highway 32.

Board members present were Chairperson Hogan, Supervisor Trosch, Supervisor Booth, Clerk Bubolz and Treasurer Smith. All stood for the Pledge of Allegiance. There were approximately 16 townspeople present. The chairperson asked if the Open Meeting Law had been complied with. The Clerk so certified.

MINUTES
Copies of the minutes of the June 8, 2010 Board Meeting, Minutes of June 29, 2010 Board of Review and Special Meeting of June 18, 2010 had been given to Board members. A motion was made by Trosch and seconded by Booth “to accept the Minutes.” Motion carried.


REPORTS

FINANCIAL REPORT.
Treasurer Smith read the June Financial Report. Ending balance in town regular accounts as of June 30, 2010 is $362,385.24. Supervisor Booth made a motion “to approve Financial Report”. Trosch seconded. Motion carried.

BILLS AND VOUCHERS:
Approval of checks #10838 to #10890 in General Account. Motion “to pay the bills as presented” made by Trosch and seconded by Booth. Motion carried.

COMMUNICATIONS:
1) Web site-Crooked Lake Association is requesting a link to our web site. Motion by Trosch and seconded by Booth “to approve”. Motion carried and Treasurer will contact our provider.
2) Chairperson Hogan emphasized the importance of signing up for the County Code Red Program which notifies residents of pending emergencies.

ROAD REPORT:
1). Working on washouts, grass cutting and will start brushing. Discussed signage(Children Playing) on Pearl Lane and the Board concluded signage was not warranted at this time. Board discussed the complaint of Hal Hoerth’s boat parked on Town R.O.W. Clerk to send a letter requesting removal.

FIRE DEPARTMENT REPORT
Riverview Fire Department: One storm related call.
Crooked Lake by Wally Remic: One grass fire.

AMBULANCE REPORT by Judy Wanner and Supervisor Booth:
Next meeting is 8/12/2010.

LAND USE REPORT: by Harlan Trosch.
Commission recommended that Nolting Lane become an ATV route. Motion was made by Trosch and seconded by Booth “to approve Nolting Lane as an ATV route and have the Clerk prepare an ordinance for the August 10, 2010 meeting and publish the same.” Motion carried. Commission recommended that Old 32 from North Paya Lake Road to North Town Line become an ATV route. A motion was made by Trosch and seconded by Booth “to approve the North part of Old 32 as an ATV route and have the Clerk prepare an ordinance for the August 10, 2010 meeting and publish the same.” Motion carried. A motion was made by Booth and seconded by Trosch “to include in the Ordinance that all ATV trails in the Town of Riverview will be open May 1 and close October 31.” Motion carried. Commission tabled the proposed Building construction deposit agreement until next month. Commission discussed fireworks permits. The Board decided that Fireworks permit requirements will be detailed on the the Town Web site. Commission discussed applying for a Bicycle trail grant. Motion was made by Trosch and seconded by Booth “to approve the Commission applying for the grant.” Motion carried. The Commission is looking into the Town buying a portable information sign.

CEMETERY REPORT by Dick Booth:
Vandalism at Cemetery was repaired.

ANIMAL CONTROL REPORT by Mike Rzepka:
One call for Riverview.

RECYCLING REPORT by Harlan Trosch:
No report.

WISCONSIN TOWNS REPORT: by Ann Hogan.
No report.

LAKE ASSOCIATION REPORT: by Harlan Trosch.
Milfoil infestation is down this year.

SIX TOWNS MEETING: by Ann Hogan.
No report.

OLD BUSINESS:

a. Gypsy Moth outbreak was discussed. Jerry Yaedke reported egg masses are starting to appear and can be treated with Dormant Spray Oil. Some brand names are Golden Pest and Bolch. Do not destroy egg masses, if removed, burn or put in oil.

NEW BUSINESS

Motion was made by Trosch and seconded by Booth “to approve Picnic Licenses for Crooked Lake/Mountain Lions Club on Aug 14 and October 9, 2010.” Motion carried.
Hogan reported on Library funding.
Booth reported the Contractor building the new storage building is recommending a Door Opener for the Overhead Door in the amount of $454.00. Motion was made by Trosch and seconded by Hogan “to approve Door Opener.” Motion carried.

CITIZEN INPUT
Questions on ATV use and procedures to get roads approved.

ADJOURNMENT
Motion was made by Trosch and seconded by Booth “to adjourn.” Motion carried and meeting adjourned at 8:40 p.m. and the next meeting is scheduled for August 10, 2010 with a presentation by the DNR on Gypsy Moth at 6:30 p.m. and the regular Town Board meeting will follow at the Riverview Town Hall/Fire Station at 15471 Highway 32.
