Notices for this meeting were posted at the town's three posting boxes by Clerk A.R.Bubolz on April 9, 2009.

The meeting was called to order by Ann Hogan, Town Chairperson at 6:00 p.m. on April 14, 2009 at the Town Hall/Fire Station located at 15471 State Highway 32.

Board members present were Chairperson Hogan, Supervisor Trosch , Supervisor Booth, Clerk Bubolz and Treasurer Smith. All stood for the Pledge of Allegiance. There were approximately 31 townspeople present.

Official Oath of Office was sign by all three Board Members for 2009 to 2011 term.

The chairperson asked if the Open Meeting Law had been complied with. The Clerk so certified.

MINUTES
Copies of the minutes of the March 10, 2009 Board Meeting and Special Meetings of April 2 and April 9, 2009 had been given to Board members. A motion was made by Booth and seconded by Trosch “to accept the Board and Special Meeting Minutes.” Motion carried.

REPORTS

FINANCIAL REPORT
Treasurer Smith read the March Financial Report. Ending balance in town regular accounts as of March 31, 2009 is $436,021.06. Supervisor Booth made a motion “to approve Financial Report”. Trosch seconded. Motion carried.

BILLS AND VOUCHERS
Approval of checks #10086 to 10142 in General Account. Motion “to pay the bills as presented” made by Booth and seconded by Trosch. Motion carried.

COMMUNICATIONS
1) Web site is progressing.
2) Discussed communication on Lakeland chapter of Red Cross request for donations for Disaster Vehicle. Motion was made by Booth and seconded by Trosch “to donate $200.00 to Red Cross”. Motion carried.
3) Discussed communication from Forest County K-9 Program and was tabled.

ROAD REPORT
1) Bridge Inspections were discussed-Weight limits will be removed April 22, 2009. Will discuss Flex-patching after the roads are checked.

FIRE DEPARTMENT REPORT
Riverview Fire Department: No fires last month.
Crooked Lake by Wally Remic. One Ice rescue-Doty also responded-three people were transported.

AMBULANCE REPORT by Judy Wanner and Supervisor Booth.
No report.

LAND USE REPORT by Harlan Trosch.
Discussed Certified Survey Map for Fred Bredael, Section 22 T32,R17E. Motion was made by Trosch and seconded by Booth “to waive the four rod road requirement on new CSM’s for the Bredael property.” Motion carried. Motion was made by Trosch and seconded by Booth “to recommend approval of the CSM for Bredael.” Motion carried.

CEMETERY REPORT by Dick Booth.
No report.

ANIMAL CONTROL REPORT by Mike Rzepka.
No calls last month.

RECYCLING REPORT by Harlan Trosch.
Discussed Governor’s proposed increase tax on tipping fees.

WISCONSIN TOWNS REPORT by Ann Hogan.
Reported on the March 27, 2009 Town’s Association meeting and stated the Town does not have to bid service agreements. A motion was made by Booth and seconded by Trosch “to approve a resolution opposing proposed changes to Wisconsin Prevailing Wage Law”. Motion carried and the clerk will send a copy to Representatives Mursau and Holperin.

LAKE ASSOCIATION REPORT by Harlan Trosch.
No meeting.

NINE TOWN MEETING by Ann Hogan.
No report.

OLD BUSINESS
a. Discussed opening Mountain Lakes and Booth Lane to ATVs. A motion was made by Hogan and seconded by Trosch “to approve creating an ordinance for Booth Lane for ATV use providing property owner(Brunner Services)agrees to use of their property in order to access Halfway Bar”. Motion carried.
b. Discussed opening roads around Crooked Lake to be used to access ATV Route. A motion was made by Trosch and seconded by Booth “to approve creating an ordinance opening various roads to access the ATV Trails”. Motion carried.

NEW BUSINESS
 a.

A motion was made by Trosch and seconded by Booth “to postpone the balance of the April Board Meeting until after the Annual Meeting”. Motion carried.

 b. A motion was made by Booth and seconded by Trosch “to approve sign proposal of Creative Sign for Town of Riverview Road Sign.” Motion carried.
 c. Town Officials workshop will be held Monday May 11, 2009 at Indian Springs. Clerk will prepare registration. A motion was made by Trosch and seconded by Booth “to set Board of Review Meet and Adjourn for May 12, 2009 at 6:45p.m. at Town Hall.” Motion carried.
 d. Application by David T. Weber for Combination Class “B” License at 15506 County Rd “W” was discussed. A motion was made by Trosch and seconded by Booth “to have the clerk proceed with advertising and background check and to issue a license as of April 29, 2009 if application is in order and legal issue with former owner is resolved.” Motion carried.
e. Bids were opened. A motion was made by Booth and seconded by Trosch “to award road gravel bid to Mountain Stoneworks.” Motion carried. A motion was made by Trosch and seconded by Booth “to award Hotmix Blacktop bid to Northeast Asphalt.” Motion carried. A motion was made by Trosch and seconded by Booth “to award single chipping with slag to Scott Construction.” Motion carried. A motion was made by Trosch and seconded by Booth “to award plowing and sanding of Range 17E to T & R Contracting.” Motion carried. A motion was made by Booth and seconded by Trosch “to award plowing and sanding of 16E to J & J Contracting.” Motion carried. A motion was made by Booth and seconded by Trosch “to award grading, mowing, sweeping and loader work to J & J Contracting.” Motion carried.
f. Discussed Crooked Lake Buoys. A motion was made by Booth and seconded by Hogan to purchase buoys and floats not to exceed $700.00.” Motion carried.
g. A motion was made by Booth and seconded by Trosch “to authorize a lighted Tree Contest for Town of Riverview residents with a prize of $100.00.” Motion carried.

“Motion to adjourn” made by Trosch, seconded by Booth. Motion carried and meeting adjourned at 8:33 p.m. and the next meeting is scheduled for May 12, 2009 at 7:00 p.m.at the Riverview Town Hall/Fire Station at 15471 Highway 32.
