MINUTES
Meeting called to order by Chair Bob MacIntosh at 6:00 pm.
PLEDGE OF ALLEGIANCE
ROLL CALL-Elsie Jensen, Paal Hansen, Bob MacIntosh, Harley
Trosch, and Tawny Booth were all present. Absent Mike Donnick.
CERTIFICATION OF OPEN MEETING LAW-Minutes and Agendas were
posted in all three places and on the web site.
APPROVAL OF MINUTES- Paal Hansen moved to approve as printed
and Elsie Jensen seconded. Motion carried.
OLD BUSINESS-Construction Deposit Agreement Harley Trosch
presented the Commissioners with the Town of Riverview construction/deposit
agreement. Duff Leaver read the agreement over and he has a concern
that he only gets to make so many inspections and if he did not
get his inspections done and had to make a special trip to complete
his inspection in order to issue the occupancy permit how is
he going to get compensated for that special trip? The Planning
Commission understands that the issuing of the occupancy permit
is part of Duff Leaver's normal inspection process.
The Planning Commission recommendation to the Town is that once
the occupancy permit has been issued. The Town property will
be inspected for damage. If damage has occurred, it will need
to be repaired to the satisfaction of the Town. The Town may
retain a portion of the Construction Deposit to pay for needed
repairs. The remaining portion of the Deposit will be returned
once all Town property has been made whole. In the event that
no damage has occurred, the Construction Deposit will be promptly
returned.
Jerry Yaedke was present to update the Planning Commission on
the gypsy moth. He has checked the following lakes, Maiden, Winslow,
Paya, Sunrise, Grindle, Crooked Lake, Flower, Kalies 80 and Boundary.
He can qualify about 37 acres at Sunrise, about 120 acres at
Grindle, about 63 acres at West Crooked Lake and about 29 on
Bunn Lane. In order to qualify for a grant and DNR spraying you
need to find 12+ egg masses in a 37' diameter circle. If an area
does not qualify and there is egg masses that could qualify that
area let Jerry know so that he can qualify that area. If the
Town of Riverview agrees he will be filling out the grant forms
by the middle of September and turning them into Oconto County
shortly thereafter. The town has until November 30th to agree
to go ahead with the spraying next spring. If town does not agree
to go ahead with the spraying they will let the lake associations
know as soon as possible so those lakes that qualify for spraying
could try and raise the money needed for spraying by November
30th to fulfill the grant deadlines. The cost of spraying is
about $45 an acre. The fungus did kill most of the moths sometime
in June and it is very possible that if we have any kind of rain
next spring it will again kill lots of the caterpillars. Jerry
took 15 plots from last year with the highest masses, 2049, divided
it by 15 = 136 egg masses per plot, did the same this year, 15
larges number of egg masses got 514 divided by 15= 34 masses
per plot. To Jerry that was quite revealing, 136 compared to
34 this year. Jerry suggestion in his opinion would be not to
spray that it could be a waste of money. However, if the areas
that have qualified don't get sprayed by the town and we have
lots of tree damage again, they are going to be upset especially
if they end up losing trees. The Planning Commission would like
Jerry to find out if the town decides not to pay for gypsy moth
spraying next year and the people in an area that qualified for
the grant decide to go ahead and pay for the spraying themselves;
if they come up with the money for spraying before December can
they use the grant proposal that he filled out for the town and
pay for the acreage. If the grant is approved and money comes
back will they get the grant money or do they need to go through
the town? The qualified areas will pay the town; the town pays
the county, and when the money comes back then the town refunds
that money to that organization. Also, if an area that does not
qualify decides they would like to spray anyway they would like
to know if you have any names of private contractors that would
come and spray individual lots from the ground? Here is the answer
that Jerry received back from Bill McNee from DNR As long as
the county will accept applications from lake associations or
groups of individuals that is fine with the DNR. The county is
the legal applicant to the DNR spray program. The groups/individuals
would pay the county directly and would be eligible for any of
the federal money if made available. There is no requirement
to work through a town, although some counties only accept applications
from towns.
The only company I know of that comes in and does ground spraying
up there is Bug blaster (www.thebugblaster.net), but there are
companies in the Appleton, Florence and Iron Mountain areas that
might if there is enough group business. I would have to hunt
around for their contact info.
There is a list of for-hire crop dusting companies available
at www.gypsymoth.wi.gov. Only Skyline Helicopters and Reabe Spray
Service are licensed to spray in residential areas.
If a group or landowner hires a crop duster independent of the
DNR program there are no minimum egg mass requirements but also
no cost sharing money or access to the viral insecticide if there
is an endangered species present. If the egg mass counts show
that the trees are not threatened with heavy defoliation but
there will still be nuisance caterpillars hiring a private applicator
is your only option. Just make sure they are aware that they
are spraying to control nuisance caterpillars and not to protect
the trees.
The Planning Commission recommendation would be that the town
would act as the facilitator for the grant applications and for
the area organizations who do not qualify for the grant but wish
to have some type of treatment done but the town would not have
the financial responsibility in either case other than receiving
and distributing the funds required for the grant.
Update on Driveway Permit is put on hold for later review.
