RIVERVIEW PLANNING COMMISSION MEETING

MINUTES
Meeting called to order by Chair Bob MacIntosh at 6:00 pm.
PLEDGE OF ALLEGIANCE
ROLL CALL-Elsie Jensen, Paal Hansen, Erv Limberg, Bob MacIntosh,
Harley Trosch, and Tawny Booth were all present. Also present
were Jim Wisneski, and Mike Donnick and his wife.
CERTIFICATION OF OPEN MEETING LAW-Minutes and Agendas were
posted in all three places and on the web site.
APPROVAL OF MINUTES- Harley Trosch moved to approve as printed
and Bob MacIntosh seconded. Motion carried.
OLD BUSINESS-Construction Deposit Agreement is tabled until
Erv Limberg meets with Town Board Chair - Ann Hogan to revise
the agreement.
NEW BUSINESS- Approval to grant access for ATV travel on Nolting
Lane - Jim Wisneski. Jim Wisneski from Hidden Bear Trail ATV
Club presented a petition for ATV access on Nolting Lane which
is a dead end road off of Tar Dam road, Brett Freiberg one of
the property owners obtained 6 out of 8 signatures from property
owners who agree to allow access. Majority vote gets the approval.
Erv Limberg motioned to approve the recommendation to the Town
Board for access of ATV travel on Knolting Lane, Paal Hansen,
seconded. Motion carried.
Jim Wisneski also wanted to discuss an update he received about
the Mountain Lakes Road ATV Connector Project. They would like
to get access from Hwy 64 and County T to Thelen Road. The ATV
club finally got something in writing from the Forest Service
Called Mountain Lakes Road ATV Connector Scoping Notice, Jim
handed out the Notice to all who were present. The District Manager
will determine whether or not this project will proceed, and
if so, where and under what conditions it will proceed, they
have to conduct an Environmental Assessment. In this Scoping
Notice they are asking for comments in support of this proposal
and the more comments they get in favor of the proposal the better
and Jim would like the Planning Commission or the Town Board
to submit their comments. Page 5 of the notice shows who and
where to send the comments to. If this does go forward as planned
this would reduce the ATV traffic on Maiden Lake Road.
Welcome new planning commissioner Mike Donnick who is replacing
Erv Limberg who states that "change is good". Thank
you goes out to Erv for serving and doing a great job on the
Planning Commission board.
Fire Works Ordinance -Harley Trosch presented the Fire Works
Ordinance under Wisconsin State Statute Chapter 167 under safeguards
167.10 that no person may possess or use fireworks without a
user's permit. If the state or county officials are not going
to enforce this ordinance, how can the town enforce it, without
having a town law enforcement or town judicial system. Recommendation
to Town Board is to communicate the Firework Ordinance on website
and the next newsletter that the town of Riverview does not allow
fireworks without a permit. Paal motion to recommend to town.
Erv Limberg, seconded. Motion Carried.
Multimodal Application Consideration - Paal received a post card
from the WI Dept of Transportation that they have some grant
money available to start a bike route with a trail head starting
and ending in Riverview. Recommendation is to suggest to the
Town for approval to apply for grant and possibly include the
6 towns.
Event Sign - There was money set aside in the budget at one time
for a Lap Top to be used at the Planning Commission meetings
for about $1000 and Paal wants to make a recommendation to the
town board to obtain an event sign out front of the town hall
instead and have an outlet installed to post special events.
One of the first things that Paal would like to post is Friday
Afternoon Farmer's Market and use that sign to help promote it.
