RIVERVIEW PLANNING COMMISSION MEETING

MINUTES
Pledge of Allegiance was observed.
Erv Limberg called the meeting to order at 6:00pm in the absence
of Bob MacIntosh. Roll call was taken and Elsie Jensen, Geri
Kolakowski, Erv Limberg, Harley Trosch were present. Bob MacIntosh
absent. Also present were Paal Hansen and Tawny Booth.
Erv Limberg asked for the certification that we were in compliance
with the open meeting law and we were. It had been posted in
all three places and on the web site.
Chair asked if the minutes had been read and Erv Limberg said
the date of the meeting had been the 23rd of February and not
the 24th. Anything that had been discussed under old business
on the 23rd of February should be under old business on the March
agenda. It was brought to the secretary's attention prior to
the makeup of the March agenda, so it was done right. Elsie
Jensen moved to approve the minutes as corrected. Harley seconded.
Motion carried.
Old Business
Uniform building codes were discussed at length. Who pays
the building inspector? The original contractor or the owner
is almost always the answer. Should inspection prices be different
for pre-manufactured homes and stick built? There are usually
only 3 inspections for pre-built verses 7 for the stick-built.
Harley brought a copy of Doty's code and Geri brought a copy
of the code from Langlade County so as to give us something to
compare it to. There are guidelines for the new person buying
land and then looking to improve on it from our town and the
county. From getting their fire number, driveway permit, contacting
WPS, and the county for a land use permit. We all agreed that
the town should have some money in escrow until the occupancy
permit is issued after the last inspection. This is the only
way the town can be protected, if someone moves in before the
occupancy permit is issued, or there is some damage to roads
or other town property. We as a board need to know what the
town gets for permits. Does the Town pay the inspector anything?
Who would collect this escrow and who would enforce it? What
inspections is the inspector doing for the Town of Riverview?
Plans, foundations, connections to the septic system, framing,
wiring, heating and checks when the plumbers are doing pressure
checks. Should there be a difference for new construction verses
alterations and additions? For example; New construction and
pre-manufactured dwellings over $10,000.00 would require an escrow
deposit of $1,000.00 and alterations or additions over $10,000.00
would be an escrow deposit of $500.00. Harley Trosch moved to
table this and Erv Limberg will come back with wording that best
fits the Town of Riverview and our situation. Geri Kolakowski
seconded. Motion carried.
The parks and recreation recommendation to the 6 Town Boards
will be determined after the April 14th meeting of that group
to see what the position entails. We will be recommending to
the Town Board that they pay a consultant to maintain and update
our website with the things that will promote our parks and recreation
activities. He is also willing to do newspaper articles. We
have asked Paal Hansen to come back with a fee for these services
so we can have all the information to make this recommendation.
New Business
Harley Trosch had the new commissioner; Paal Hansen read and
sign his affirmation to do this to the best of his ability.
Harley Trosch then had Tawny Booth read and sign to do the secretary's
position to the best of her ability.
All papers and books for the commissioner were given to Paal
Hansen and all copies for the files and plat book and all other
papers were turned over to the new secretary.
Next meeting will be April 27, 2010 at 6:00pm at the Riverview
Town Hall.
Harley Trosch moved to adjourn and Elsie Jensen seconded.
Motion carried.
