MINUTES

Pledge of Allegiance

Meeting called to order by Chairman Bob MacIntosh at 6:00pm.

ROLL CALL:
All commissioners present, Elsie Jensen, Geri Kolakowski, Erv Limberg, Bob MacIntosh and Harley Trosch. There were also four town residents present.

APPROVAL OF MINUTES:
Erv Limberg moved to approve minutes as printed. Elsie Jensen seconded. Motion carried.

NEW BUSINESS:
Jim Wisneski handed out a copy of his presentation to each commissioner so they could follow along. The Hidden Bear ATV Trails Club had sent out 364 surveys on 11 roads. They got back 77% of the surveys. They purchased the labels from Oconto County. It was the sure way not to miss anyone. It cost them $348.00 for labels and postage. They also sent to adjoining property owners. If they had land adjoining the roads, but were not facing them so as to have that address, they still had a say. The survey was in favor of ATV access on the 11 roads. Out of the 364 sent, 257 were returned and there were 198 for and 59 against. A copy of this presentation will be on file with these minutes. They also mentioned that they have everything open from Boulder Lake to the property of Pat Kryzanek on Mountain Lakes Road. The Mountain Lake Road is in the hands of our Town attorney. They might have to use an alternate route of Thelen Road. Questions were asked by the commissioners of the two members of the ATV Club, Jim Wisneski and Shawn Fidler. Chair Bob MacIntosh asked them if we could keep the cards until we had a chance to verify them and it was no problem. We thanked them for all their efforts. Elsie Jensen counted 12 roads in the 2nd proposal that was presented and it was Branch Lane that hadn't been surveyed. Bob MacIntosh asked them to please survey them, so everyone can have their input. Erv Limberg made a motion to approve the 2nd request as printed from the ATV Club. Elsie Jensen seconded. Motion carried. After a short discussion, Erv Limberg made a motion to include Elbe Lane. Harley Trosch seconded. Motion carried. It will not be necessary to survey Elbe Lane as no one lives on it. The commissioner's feel with the 77% of the property owners voting for, we can make the recommendation to the Town Board to approve.

OLD BUSINESS:
The 3-5 and 10 year plan will be on hold until we can complete a drawing. We do not have an "as built plan". We have been unable to locate it. Erv Limberg will be going to Oconto to identify all adjoining properties to make sure we do not infringe on anyone's property line.

ANY AND ALL OTHER BUSINESS:
Copies were given to the all the commissioners on all the work we have been doing at the 6 Town Board Meetings, that have been set down for us to do in our 20 year comprehensive plan. Harley Trosch gave each member a copy of Land Use and Wetlands for our information. Bob MacIntosh asked the secretary to send a letter to the Town Chair asking that she send a letter to the Towns of Lakewood and Mountain asking them for a volunteer to work on the Rustic Road project with Elsie Jensen.
Elsie Jensen and Geri Kolakowski counted and verified the survey cards sent to property owners. Harley Trosch was also present. The count was correct.

ADJOURNMENT:
Erv Limberg moved to adjourn and Harley Trosch seconded. Motion carried. Time was 7:45pm.
