Riverview Planning Commission
June 30, 2009 6:00 pm
Riverview Town Hall, 15471 State Hwy.32

Minutes

Notices for this meeting were posted at the Town’s three posting sites.

Meeting was called to order at 6:00 pm. Commissioners present were Bob MacIntosh, Erv Limberg, Harley Trosch, Elsie Jensen and incoming commissioner Geri Kolakowski. Also present: Marge Butler, secretary, Todd and Kathie Martin, and eleven other residents of the town.

Open Forum to receive input on opening Island Lake Rd. to the Halfway Bar, for ATV travel. The residents were concerned about dust, noise, excessive speed by ATV operators as well as a potential lack of respect for property owner’s land. Much discussion revolved around lack of supervision, and enforcement of regulations that can be provided in this area. Other communities have ATV Clubs who handle these responsibilities. Plan Commissioners felt it was premature to open more town roads before we have an ATV Club who will maintain the trails and patrol the area as is done in the surrounding towns. The motion was made by Erv Limberg, seconded by Harley Trosch and passed unanimously, to table the decision until an ATV Club presents a package with rules, regulations and policing of the ATV trails by the Club.

Action Taken: Approval of Minutes from the May 26, 2009 meeting. Motion was made by Jensen, seconded by Limberg and passed unanimously to enter the minutes into the record.

Retracement request from Todd Martin. Thirteen small lots (25’ width) would be combined into three lots. Commissioners felt that a visual triangle needs to be recorded on the CSM (arc) and an old septic must be removed. Motion was made to recommend approval of the retracement with the visual triangle recorded and the old septic removed. Motion by Limberg, seconded by Trosch and passed unanimously.

Discuss possible purchase of Torsci Lane property. Approximately 40 acres is owned by Oconto County that was originally going to become a landfill. The towns in a joint project are interested in purchasing the property to use as a trailhead for ATVs. There is money available for such a project that the towns would like to be able to take advantage of. Since the county is not interested in selling, town board members and plan commissioners will contact them and ask to be involved in their committee process to try to change the county’s position.

Town log/identity. Discussed possible use of the logo chosen for the town signs which never were made. “Town of Riverview, Nature’s Treasure”

Geri Kolakowski will be the new planning commissioner, replacing Gail Davis and Elsie Jensen will continue to serve. Both will serve a 3-year term.

Other Business:
Planning Commissioners filled out a survey of needs for future town development.

Adjournment:
Motion made to adjourn. Limberg/Trosch/unanimous

Next Meeting: July 28, 2009
