Action Taken:
Approval of minutes from February 5, 2008 waived until next meeting.
Discussion:
Request for conditional use permit to construct a zoo from Casey
Ludwig. Casey presented a legal document for a quitclaim deed
legal description that described his small parcel combined with
the large parcel. The document does not show that it has been
recorded with Oconto County. Also provided was an indemnification
form that has not yet been executed. He also presented a letter
from Nicolet Farms who is willing to accept bedding and animal
waste from the zoo.
Commissioners questioned him as to whether he had the necessary
permits from the county to do the construction he has already
done. Casey informed the plan commission that he was advised
by Bill Bartz that he didnt need permits for that construction.
He has one permit and that is to build the main garage. Commissioners
again requested a detailed copy of the site plan, copies of permits
he already has, a list of animals, sizes of pens and fences and
storage of waste on-site (location, containment, base material).
Commissioners need more written detail before a decision can
be made. Casey would like to open the zoo by Memorial Day and
is hoping to get approval for the conditional use permit as soon
as the next town board meeting on March 11th. Jensen suggested
to Casey that he get the additional material to McIntosh at Nicolet
Plastics as soon as possible and the matter could possibly be
expedited. Butler suggested that Casey get the material to the
Town Clerk so it could be distributed to the commissioners. Casey
commented that the next Planning Commission meeting would be
awfully late. The subject will be placed on the March 25th Planning
Commission meeting.

In follow-up discussions regarding the zoo, Jensen suggested
to the other commissioners that if Casey got his material to
Bob McIntosh, Bob could discuss it with Davis and her at work
and he could then contact Trosch and Limberg by phone. That way
a decision could be made prior to the next town meeting. That
suggestion prompted a discussion of whether that approach would
be in compliance with the Open Meetings Law.
Other Business:
Jensen informed the group that there will be a Town Open House
on June 7, 2008 at the fire station/town hall.
